This is an abandoned lock of the old Erie Canal, nestled behind a shopping mall (Pittsford Plaza). The Erie Canal used to travel through the middle of Rochester, NY (and other major upstate cities like Syracuse and Buffalo) but when it was widened in the early 1900's it was rerouted to go around city centers. This lock is part of one of the sections that was abandoned when this rerouting took place. Most of the rest of the old canal route was used to build a streetcar and later an expressway (the current 590), but this section was left alone. The elegant old stonework is quite overgrown, but there are paths to get here from the Wegman's parking lot and from French Road.
